Illinois 14(c) Phase Out Multi-Year Plan
The Employment & Economic Opportunities for People with Disabilities (EEOPD) Taskforce is responsible for developing and submitting a multi-year plan to the legislature by July 1, 2025, to phase out the use of 14(c) subminimum wage payments to people with disabilities in Illinois. This requirement comes from House Bill 793 (HB 793), which mandates a structured transition away from subminimum wages toward competitive, integrated employment.
Currently, work is underway to develop this plan. The EEOPD Taskforce is engaging community partners, advocates, service providers, and individuals with disabilities to ensure the transition is thoughtful, sustainable, and beneficial for all affected workers. The plan must include:
- A timeline for phasing out 14(c) certificates across the state.
- Strategies to expand access to competitive, integrated employment.
- Workforce development and training opportunities to support individuals with disabilities in securing well-paying jobs.
- Resources for businesses and providers transitioning away from 14(c) employment models.
- Benchmarks and accountability measures to track progress and ensure compliance with the phase-out.
The plan aims to eliminate the use of these certificates by December 31, 2029.
The Task Force is also mandated to provide annual reports on the implementation of the plan by January 1 of each subsequent year through January 1, 2030.
